Mystery Figure?

does anyone know anything about this figure:

its speculated that he could have been slated for the Action Force, however no one is sure.

either way he is cool.

ah, yes, maybe i should read some of the old posts

im tempted to make this fig using the Space Force accessories and switching the green w/ blue. might turn out cool, who knows.
