Is gi joe separate as some characters do cross over both also

Hasbro own the rights to the Action Force characters. Not sure about the comic stuff.

Re: Original Action force IP ?
Ah right, so they own action force/battle action force along with the action man ip to, find it bizarre how even action man toys haven't been on the shelves for years now to? My 5 yr old loves the handy down action force men from a friends son, and also loves the smaller action force figures to, not much market for army/action style toys these days?

Action Man did get changed into an extreme sportsman after awhile the same time in the UK from what I remember there was a massive crackdown on guns privately owned after a few incidents.

Re: Original Action force IP ?
Hasbro own the comic rights too as IPC & Marvel bid for the licence that Palitoy owned.
Best analogy is the US Joe comics, although Marvel printed them back in the day, they are owned by Hasbro as the stories, characters etc are based on their intellectual property, allowing the reprints to be placed with whoever they like, eg IDW currently, even though Marvel are still going.
Modellers Loft and Dragon in Dreams had to pay a hefty license fee to Hasbro for the Action Man re-issues, which included the use of packaging artwork and Palitoy branding.
Hope that helps
