I don't know. Just checked and the Shadow-era BAF comics all say "Action Force is the registered trademark of CPG Products Corp, USA"
Cobra-era say "Use of Action Force trademark authorised by Kenner Parker Toys Inc."

they'd have those trademark small print thingys on Desert Strike I remember .. perhaps it's something to do with Steeler (whose name was a GI Josef character as well ) .. did that small type type disappear after while ? only to re-emerge when the Cobra stories started .. so long ago bit hazy on it
