Of course, eBay have tried to get over the problem by previously creating categories where you can only offer free postage (CDs and DVDs were in this category until recently). There was backlash from small sellers and so they have now set a maximum postage, for example in books I think it is £2.75, which probably doesn't cover the sale of some hardbacks. In the toys area I don't think there is a maximum and perhaps there should be.
The best policy is simply to avoid sellers that charge too much for postage and support genuinely good sellers. Eventually those that charge too much will have to come in to line if their sales fall. Shame all buyers don't see this and freeze out the bad guys, but then the world generally doesn't do that sort of group show of force these days.
