Threaten them with the Small Claims court. Their legal position is tenuous at best and they also have to answer to the Financial Ombudsmen so go for all of them.

The problem with ebay and Paypal is that they are not actually based in the UK - which is why their call centre is in the ROI and ebay is registered in (I think) Brussels; the up-shot of this is that they are not governed by the FSA which only has authority over UK or UK based companies. From what I have managed to gather from the net this is how they get around various rules and regs and are able to enforce things in the UK which have not been allowed elsewhere - the big one being forcing sellers to use Paypal as a payment method. The Germans in particular gave them a big slap on the wrists for that one, and I think the Australians also.
The sad thing is the British Government just appears unable, unwilling, or just plain un-arsed to do anything about the way they treat their UK customers.

I had a problem with a company a few years back. I researched all the directors names even the ones that were nothing to do with customer service and I sent all of them 5 emails a day for about 3 days threatening to come down to the head office in London and make the complaint very public in their reception. Funny how quickly the problem was sorted with this method rather than the 3 months! of calls to customer services which got me nowhere.
If you have to bullshit them and tell them you have family in ROI that you visit regularly and that you will keep turning up at the call centre until the problem is sorted.
