Sonya is right (as Natalie), but as far as I know Cage and Ryu's heads haven't been reused.
However, the game has been so frozen that I reduce the questionj to one and concede you the right answer, Sundance.
By the way, other re-used heads were: Balrog (as Clay Moore), Blanka (as Hotwire), MK ninjas (as Black Dragon leader), Sagat (as Demolishor) and Zangief (as Crusher). Not totally sure if Bison as Joecon or not.
