why was Airtight - the Nuclear, Biological and Chemical Warfare expert - never re-released as an Eco-Warrior, a sub-team that dealt with biological and chemical warfare?

What is this rash that I have?

One more thing, why are Tiger Force Joe's called Euro exclusives when they were released in Australasia too? Outback and Psyche out (at least) were released down under.
