Indeed, I was thinking of glueing on an elastic band in a criss-cross shape to give it a really chunky look.

The elastic-band thing was done on one of my star wars customs before and looks great once its painted.

As regards elastic bands I recently won/bought a few figures on ebay. One was a Deep Sea Defender with his original elastic band, and it had shrunk cracked and stuck to him, but fell away like dust when touched! Presumably he'd spent a lot of time in the bath, but it may mean that painted elastic bands may only last a short while.
