Based on the Spanish names (below the English names) on the cardback, I would say that the intention might have been the following -

Name of vehicle: Arctic
Name of figure: Mountain

The Spainish words are:
"Trineo Oruga Artico + Esquiador"

which translates to:
"Arctic Caterpillar Sledge + Skier"

That adds a bit more mystery to the whole shabang!

Was the AF-9 repainted to turn it into a Space Force Defender?

And as for a AM version of this vehicle,they already had the Snowcat which was based on the AM Powerhog.

Well, it was remoulded and then repainted with other bits stuck on.

I think I may have come across the answer to the name question -
at least, according to Palitoy Action Force packaging! :-)

It appears that the figure's name is indeed "Mountain/Arctic" (or Mountain & Arctic)

When confronted by a difficult problem you can solve it more easily by reducing it to the question. How would the Lone Ranger handle this?
