they look GI Joe to me, so if they're not, i'm guessing some close knock-off

Yeah, they're knock-off, but the 1 million dollar question is WHAT toyline?
It is definately not: GI Joe, Corps, A-Team, Gen. Patch, Sgt. Rock, any toyline from Remco. Most likely all toylines using A-Team molds can be taken of the list, but not 100% sure.

Where do these come from? Is it possible this is an accessory pack bought in a modellers' shop? Perhaps this is 1/18 scale stuff for dioramas?

I have one of the Bazooka's in black, I could not work out where it came from either. I got mine off SteveD, he didn't remember where he got it. Looks great on a Cobra Trooper tho

i have something very similar to these.
mine came with a cheap knock off army base.
there were 4 or 5 playsets released about 2 years ago which have since been withdrawn due to high levels of lead in the paint.
the company that released these was called cool toys but i've been unable to find anything about them online.
