I saw an interesting related discussion between Newswseller and Paulitoy, worth recording here (will happily delete this if they post their discussion). It was Paulitoy's theory that no picture boxes containing Hasbro figures were released in Spain, based upon the Newswseller's amazing find of the Spanish Panther picture box featuring a SAS commando driving the Panther jeep and the Spanish Laser Exterminator having a red shadow instead of Red Laser which only appears in the French Picture box.

Paulitoy
"Clearly in Spain the decision was made to release the AF vehicles without the GI Joe repaints. I find this very interesting. Could it be that the licensing for the GI Joes was deemed too expensive so they went with cheaper Palitoy figures there? The vehicles are clearly GI Joe licensed so that seems strange. Could it be that there were plans to release the US GI Joe line of figures to the Spanish market at some point in the future and therefore they didn't want them released as AF beforehand? This leaves the Z Force tank and motorbike as the only other potential vehicles from the initial Wave 2 to possibly have GI Joe-originated figures in Spain. I wonder if there's a Z Force Tank or Motorbike out there in some attic in Spain showing the use of a straight limbed Palitoy-based figures with it?"

Newswseller then mentioned "Coosbay_pirate has a Spanish PBP sales list, no z Force tank or motorbike are listed. I know they made all the stuff in-house, it could be that they just didn’t have the moulds, maybe for the reason you mention. Interesting take on it".

I also have seen a Spanish seller reinforce this theory when listing Red Laser with the following translated description.
"GI Joe Red Laser (G.I.Joe - Action Force)
I put this Red Laser v.1 figure up for sale.
This fantastic figure from the Action Force collection is in a great condition to become part of your collection!
The figure comes without accessories.
This particular figure was never published in Spain, so it has had to be purchased in the UK, so you have the opportunity to get a figure that you never saw in Spanish stores!
Red Laser uses the Commander Cobra v.1 mold recolored in red by the Palitoy house to create this character, making it an extremely rare figure to see in the United States and highly sought after by collectors from Us ;) "
