Were those two ever planned to be released on cards but them pulled and bundled in with vehicles? It would be an elegant solution.

They would still have production reference numbers as figures so I think it probably is!

would kick everything out of sync after #20 as three more figures arrive in the next wave
The Wave 1 "B" production numbers and iterations of Wave 2 sub-phase alone suggest a highly specific allocation of medal numbers related to all carded production phases up to end of Wave 3. To have six figures with unallocated medal numbers would perhaps suggest no such system was in place.
Even if there were originally some unused 'spare' numbers from wave 2 - maybe the

duplicates absorbed two of them - the system in place seems to have been adhered to throughout production, perhaps making the missing Wave 2 numbers somewhat more mysterious.

Cheers for the interest fellas, and thanks to those looking - the rest of you buggers need to get looking!
Interestingly, there are only 15 Series 1 figures on card backs, yet 20 have been assigned. So there are 5 unassigned.
Of course, they may have arbitrarily assigned a block of 20 numbers for Series 1 - makes sense. Except that No. 19 is used (SAS Frogman), so we know it's not the last 5 numbers.
So, somewhere between 10 and 17 there are 5 numbers unused.
Were these too unreleased figures... or something else entirely?

Were the medals on the original action force vehicles numbered? I've done some googling and found pics showing the medals on AF7 box but sadly the quality isn't good enough to make it out.

It never occurred to me to check that. Bugger!
Well, according to the archives, AF3 didn't, but there are no pictures of the backs of the others. AF9 would be a possibility though.
