That is the Action Man documentary you're thinking of. He's had copyright clearance from Hasbro to sell the film. I can't remember whether Tony was a Marine or in the SAS. Here's a link to the official website, though the link to but doesn't seem to work:
I think those vehicles may have been sketched by the external agency Raffa & Pape (think that's the name), who were given Brian Turner's original Sealion concept to style in to what became the production model.
