Actually he is a kiwi (well, in the same sense as Donald is a duck; he's drawn as such but is mostly a human in characterization). The character is from the Disney Italy comic PKNA, a Maori from New Zealand who currently works as a reporter in Duckburg. Personality-wise, think the negative aspects of Jonah Jameson without the positive ones.
