Re: Painting arms...
I think its a common problem and people just tend to stick to one pose.
Or alternatively find some original arms as close to the colour that you want.
I have the same problem with a whale pilot, his orange tends to keep coming out from under the black!

It can be a real pain. The worst part is trying to paint lighter colours; white, blue, yellow, red or orange over darker coloured plastic. Those colours sometimes take more than one coat to get right, even with the better quality paints, plus you really need a base coat.
All i can suggest with tight elbow or shoulder joints is wet and dry sandpaper, followed by test painting with base coat to see if you stil have the problem

Come have a look at some of my custom action figures:

Re: Painting arms...
Depends what you want them for. My son and I play with the figures and I have to pose them for differnt diorama shots so I try to pick original colours which closesly match or go for dark colours.
For example, with my Z Force customs, I tried to use green arms, even if it were a different shade, or something dark brown or black. With the dark colours, even if you lose a little paint to rub, it gets lost in the shadow of the elbow joint.
With the shoulder joint it is much more tricky. Experience has taught me that making the first two layers as fine as possible, with a third to add the colour makes the paint last longest in this area. I've tried undercoat as well, but if you get too thick, you end up with it being easier to rub off.
