Active Topics and Quick Reply

I've just gone through the forum settings and enabled the Quick Reply feature. While I was at it I noticed that certain forum sections had the Active Topics option switched off. I have fixed this as well.

I've also created a new sub-forum for the 2010 Joecon and replaced all of the forum icons.
