Did the Battle Storm Force (the later title of Battle Action Force) comics have anything to do with the Action Force team at all? (Or did I.P.C. / Fleetway lose the publishing rights to these characters to Marvel?)

No, Storm Force was the storyline Battle created to replace Action Force when the rights were taken away. It was pretty poor, as I recall.
