is this the kind of price this figure realy goes for ?

I would say you would be looking at 100 quid each for Dolphin and Moondancer if complete.

I'm not sure, but as it's an open ( & fair?) auction someone must think it's worth that much..

how comes these are so expensive were they only available with vehicles or as a mail away of some kind?

they were only available with the later AF versions of the Sealion and Triad, although some were apparently available at Joe conventions.

they were sold with the Sea Lion and Triad in series 3, which in series 2 had Pallitoy les-articulated figures.

likewise, the Roboskull was sold in series 3 with GI Joe Wild Weasel figures, renamed (but not altered) as Red Wolf.

All of the above, & the Yanks go crazy for any of the Joe repaints..

oh, yeah, Andy's right about the con, 1992 convention sold several Pallitoy repaints with the Hasbro acessories, with the Hasbro names - EG 'Tripwire' - Blades, 'Dolphin' - Zap etc.
