i brought a couple of the playsets mortar defence and a few others a few days ago and had a backblast figure included its 1989 but as far as i'm aware it should have a brown t-shirt on with the words 'go army' written on this one has 'united states army' and the t-shirt is green. Can anyone tell me anything about it?

i'd suspect the 'GO ARMY' version is an international variant...

ah. a swift check of the yojoe pages reveals the 1993 v2 had a US Army logo on the chest...

he was a redeco of the 1989 version...

Backblast's head, chest, waist, and legs were originally used to create the original Backblast (1989). The arms were originally used to create Topside (1990).
all his parts predate 1991, so he's an '80s Joe.

the 1990s didn't start until 1991.

right i get you however i only collect up to 1988 after then i'm not to bothered about, but if it's released in the 90's regardless of the moulds it's still a 90's figure.
