The arms are wrong for the SAS commando, must be a custom ?

I'm trying to work out who's head it's got..maybe one from a Star Wars figure? it's hard to make out. I can make out something that looks silver on the arm, a rivet or just a reflection from the camera flash?

If you zoom in on the pic it is 100% ground assault ..... but black !

heres a close up ......
on closer inspection he is actualy a Naval assault (different torso to ground assault)
