Captain Zargon Question

My Captain Zargon figure was bought naked in 1997 at a car boot sale for 50p (at the same car boot sale I remember seeing a red Cobra Commander figure, which of course I now know to be Red Laser, something which at the time I had never seen before and completely neglected to buy...if only I'd known then what I know now!). My Captain Zargon finally recieved some clothes thanks to a Charity Shop find in 2006. But here's the question. The cape in my set has small cuts of about the same length all along the bottom about a centimetre apart - Should it be like this? I can't find any decent pictures showing what the cape should look like and in those that I have seen the cape doesn't look like there are any cuts. Too bad I never had one new out of the box back in the day!
