ok i found the drawing of skooter,

and i had some fun with it, and here's how he may look,

if i find some thing close to him, like robo joe body, bottom arms of another joe and a head some what close to what I'm looking for, OK ill do it, what do you guys think i should do ?

You mean for the wheel? First thing that springs to mind would be a RAM for the struts.

There was a "Beast Machines TRANSFORMERS" figure released (about ten years ago! Time flies) called Thrust who could either stand on his two legs or whose feet could merge to form a wheeled-unipod exactly like Skooter's wheel. Maybe you could kit-bash one? Hope that helps!
