I can't remember a story line where Ironblood ever won - the best he seemed to manage was a cunning escape when his base got blown up/ all the shads got sacrificed (again!)... so did he ever win?

I think the answer is keep reading I have noticed though the stories aren't in order I have missed some out with the Red Shadows in and ended up reading about Duke before he was featured.

Um... yes they are. They're arranged chronologically. The onyl thing I can think of is that maybe you have low resolution and need to scroll to the right on the index page? There are five columns, 85 stories in total.

Back to the original question; it's debatable but he came out on top in both the Black Major and Red Jackal origins and in the Kraken story.

In the marvel comics has at least one 'victory' with the creation of Cobra island - are any of those on a par with that?

The start of world enemy #1 might count as a victory but he didn't actually out smart ...
