Who is OoalB and what does he do?

Okay I'm seriously new to the boards, and I'm relatively new to Actionforce in general.
The reason being is I live in the US, where Actionforce is G.I. Joe.
Which I love.
Thanks to the Blood for the Baron contest I have decided to learn some more about my loves European counterpart.
Now that's a little on who I am....here's what I do, I make some Fanfic, and some custom file cards.
Not just your average cards see I got tired of Hasbro repainting figures and reissueing them. Honestly who needs 22+ Dukes?
What was the straw that broke the camels back was the Toys R Us Crimson Guardsman 6 pack.....honestly 2 Fireflys?
But then something occured to me....why didn't I hate Tigerforce Wreckage? He was the same mold, yet a differant character....the seed was planted, but yet had not come to bloom until I saw the Cobra Imperial 6pk at Toy R Us.
I saw the back and looked at the picture of the Baroness, and kept thinking this picture makes the Baroness look like she's 18
.....maybe her daughter, but certianly not.......WAIT!
That was it, I started giving new identies to repaints...here's the sample of that repaint.....Raina DeCobray...
That got me going full tilt, since then I have redone all of Tigerforce, Eco Warriors, Star Brigade, and a few others as well. I'll start a thread later and show you more of them.
These characters spun off most of my fanfic...which I will also post later on as well.
