Its at least a variant,
Its got Stake Outs legs, but they arent camouflaged as on Stake Out.
But the packing suggests that it is an ordinary figure.

you know, i had a simple case w/ a Muton fig.
i got him the other day and he is MOC w/ single bubble and no accessories. i was wondering this myself.
