the only thing with those is you didn't get much play value, i mean there were only 4 bad guys released so once the A-team has beaten them in a hail of bullets what do you do?

The same happens to a lot of collections based on series with one-shot villains, like anime and tokutatsu. Since the villains are changed each episode, what's the point having the same villains when playing? Should one play the same story over and over again? At least in superhero cases, even though they tend to have enemies unrelated between themselves, the previous enemies tend to return too.

Agreed. The bad guys are naff and the A Team are brittle. I've got two with broken collars. I still love 'em though!
