Yes, he is. Or, more exactly, is his character in The Incredible Hulk, Emil Blonski. They are a "Hulkbuster" two-pack. I use the Blonski one as a totally different character, since when I got the pack, I was using Abomination as already transformed.

PS: My "Blonski" figure had slightly longer hair than the picture.

I would love these but my only trade items currently are the GI Joe trading cards no one wants

these guys actually use the bodies of the last few waves of the 3 and 3/4th inch sculpts before they went to the 25th style articulation (DTC) just new heads

they use the sgt bazzoka mold amoung others
