This is one of those issues that haunts the forum. The nine GI Joe repaints were all packaged with vehicles. The wave 1 figures all came with their uS counterpairt accessories: . The wave 2 figures had no accessories:

But there have been discoveries of all 9 released on bubbles complete with the US counterpart accessories - ie Blades with Tripwire's mines and Mine Detector, totally nonsensical given the character is a pilot. Speculation is that they were European mainland convention exclusives, or possibly overstock.
