'mountain and Arctic' refers to the theatre of operations of the set, neither the name of the vehicle nor the name of the soldier.

^ like BJ says, it's the operating area. it should really be "mountain and arctic warfare".
wot the Royal Marines train for in Norway, loik. or what Snow Job, Iceberg, Frostbite, Blizzard, Avalanche and Sub Zero from GI Joe all do. or Cobra's Snow Serpents.
and as opposed to, say, Desert Warfare, Jungle Warfare, Urban Warfare or Counter-Revolutionary Warfare. or Electronic Warfare.

Hi!
Based on the Spanish names (below the English names) on the cardback, I would say that the intention might have been the following -
Name of vehicle: Arctic
Name of figure: Mountain
The Spainish words are:
"Trineo Oruga Artico + Esquiador"
which translates to:
"Arctic Caterpillar Sledge + Skier"
But then again, it's anyone's guess
