But hes on the photo on the reverse. How can it be a mock up if the figure exists on the back photo?

Looking at production figures they dont have blue pouches either. Maybe youre right Paul.

Early carded ones did have the blue pouches and legs.
It's an odd one though.

Usually the tip's were cut off.
