Is this the pali and hasbro versions? The black. is different too. Both are darker on the pali version.

Yup, that's right TKW. Looking at these two it would appear the hasbro one has a matt black finish and the palitoy one is gloss black.
How many other palitoy/hasbro vehicle's were different?

I'm not too sure about the GI Joe/AF era, sadly!
I do know that Copperhead comes in two variants - a dark green and a light green version (i.e. one is more blue-ey green than other). Perhaps there is a correlation between the Water Moccasins and their respectively coloured Copperheads.
Actually, that sounded quite poetic...
