Skeletron doesn't need a booklet, he already has some code-breaking software loaded into his memory.

Remember He was built in the early 80's so was probably only packing a 64K memory!
He probably took an hour to load up and sounded like a Masturbating Dalek

Silver Skeletron is a newer version so probably has 128k and a 3inch disc drive like the CPC 6128 and is able to load a small bit of sampled speech in Dragon Ninja.
