Possibly because Rebellion bought the backlog of old comics like Battle although they aren't in a rush to reprint Storm Force.

Norm was one of many artists in the 90's to revamp Batman for the modern age in recent years he had suffered a stroke which caused him to retire.

The series is getting released again now Rebellion owns the back catalogue of Action and other comics
