He means the actual picture of the box, next to the text - it does say "Commander". Again, I think it must be a misprint - surely never intended it to come with Cobra Commander, unless a Red Laser style repaint was planned in the early stages?

I had that adventure pack with CLAW, Duke (who I loved (though not literally)) and Ripcord, who was very well detailed.
